| Solar Converter Tender Re-announced with Controversy |

The Fuel
and Energy Ministry has re-announced the tender for delivery of 21,500 solar
electricity converters within a timeframe of 15 days, until December, 12. According
to officials at the Ministry, the previous tender was postponed, because the prices
offered by the participants surpassed the budget approved by the government
which is MNT 8 billion.
Because of the reason above, the ministry has decided to buy only 21,500 units not 50,000. On the other hand, during a press conference this week officials said they are attaching importance to quality, which comes with a higher price. Yet the Korean L-Systech Company, who claims they offered the lowest price within the government’s first tender’s budget, expressed their complaint about the re-announcement yesterday, at a press conference. “The tender period was extended from the beginning and started to serve for one side. This is directly connected with the Fuel and Energy Minister B. Erdenebat. He actually noticed it is able to buy one solar converter with US $320 during the parliament session. But this is contradictory with his statements saying our bid ‘surpassed the budget,’” said D.J. Roberts, consultant of L-Systech. Roberts stated the Minister informed through several media outlets that he thinks L-Systech products are not qualified and that they are trying to deliver their products solely for store clearance, according to her statement. But she claimed she can prove that their products are high quality, and are well-known around the world. Additionally, she stated that they are not participating in this tender for profit. “We are not able to participate in this tender again, because during the previous tender which was organized under a sealed order everything was revealed. So we will turn to related legal organizations and have our complaints recovered”, says D. Jargalsaikhan, the Mongolian representative of L-Systech. According to D. Enkhtur, press employee of the Ministry, the Minister has no part in the tender process and is not participating in any capacity; therefore any statements or claims made by him cannot be taken as fact or grounds for anything. |
