Regulatory Committee officials said that an inspection on the operating
companies regarding problems with international incoming calls to Mongolia
started last week in order to find out who is operating illegally.
“This will enable us to solve the problem which people are encountering with international incoming calls as we will find out from companies by checking whether they are operating within the legal framework,” V. Balgansuren, Head of the IP network branch and member of the inspection working group told MonInfo Wednesday. According to the 30th resolution of the Communications Regulatory Commission (CRC) of Mongolia, the lowest limit of termination rates of international incoming calls has been changed as follows, “termination on fixed telephone networks has changed from US $0.02 to 0.08 and termination on cellular telephone networks which was US $0.03 has now changed to US $0.14. B. Boldbaatar, chairman of the CRC said in the video interview at the IT park yesterday that, “14 licensed companies slipped down the price to 1 cent per minute in order to attract as many as customers.” “However, now we have made a decision to increase the termination rates of international calls because our sector’s foreign trade balance was lost,” he added. Ch. Saihanbileg, ICTA director, said, “We have to agree that international calls have been a business of professional engineers of the company. They contract with foreign operating companies secretly and enter into new calling flows.” International incoming calls became inoperative on September 1, and still encounter problems today, according to customers. Mongolians working and studying abroad have complained that they can not talk to their families normally and in any lucky cases of connection they are able to talk for less time than they used to do. “We have installed an internet-based IP switch/soft switch in order for coding and counting the incoming telephone calls through those internet and telephone call service provider companies,” said Balgansuren. “We hope to solve the problem after we are done completing the inspection on all licensed providers.” |
