| Parliament Passes 2007 Budget |

According to the Parliament session held yesterday night,
the new law on Budget 2007 was passed at 22:05 on November 30, after four hours
of discussion. Officials of the Parliamentary Standing Committee on Budget said,
“Members of Parliament approved the law with a 100 percent in favor vote.” In
total 54 of the 76 MPs attended and voted at the session.
The 10th, article which is a rule to spend funds including the Mongolian Development Fund to develop Mongolia, includes MNT 104.6 billion for children’s money and MNT 164.7 billion for investments and large scale maintenance projects including construction works. Even though the Daily Newspapers Association, Democratic Party and civil movements were protesting the MNT 250 million for every MP’s electoral district, it was included and passed in the final version of the budget. The minimum amount of budget income to be centralized into the 2007 state budget was approved as MNT 1 trillion 293 billion 327 million and the maximum amount of expenditures for the 2007 budget was defined as MNT 1 trillion 420 billion 319 million. B. Batbayar, DP member in Parliament asked whether or not children money was reflected in the law and even though Minister of Finance and B. Batjargal, Head of Budget coordination department of the Ministry said ‘it is reflected’ MPs decided to have a break again letting the Budget Standing committee and Budget working group to discuss and make it clearer. Fourth discussion of the law on Budget has started at 3 o’clock in the afternoon on Thursday but it was postponed according to the break requested by DP faction until 18.00 p.m. However, eventually Parliament was able to pass the law on 2007 budget before December 1. The new 2007 budget consists of one additional article showing a list of activities of investment, construction and maintenance to be completed under the budget. |
