Standing Committee Supports New Parliament House Proposal Print E-mail

MPs from the Standing Committee on State Structure have approved a draft on building a new parliament house and submitted it to Parliament for discussion. However some MPs feel that the US $12 million grant possibly available from a Kuwaiti development fund might be better used in other sectors.

Z. Nyamtsogt, an officer of the Standing Committee on State Structure said, “Standing Committee held a meeting yesterday afternoon and MPs discussed whether to submit it to Parliament plenary session.”

According to the schedule of Parliament session, D. Dondog, Head of the Standing Committee introduced the conclusion of the committee at the session which started Thursday morning. MPs voted for discussing the draft of the Parliament decree of establishing a new Parliament house at noon.

K. Sairan, DP member of the Parliament said, “We are developing the draft decree of Parliament about establishing a new Parliament house. And MPs discussed and decided to discuss it at a later session.”

N. Bayartsaikhan, Minster of Finance and Mr. Navaf Almahamel, Advisor of Kuwait fund for the sake of Arabian Economic development signed on the Memorandum of Understanding (MoU) about issuing grant of US $12 million to the Mongolian Government on Friday, November 17, 2006.

“After approval from the Parliament and Prime Minister, Minister of Finance of Mongolia and representative of Kuwait fund will sign on an actual agreement,” Ch. Erdenesaikhan, Officer of the Legal and judicial department of the Ministry of Finance said Thursday.

Officials of the standing committee said that a working group was established under the decree of Parliament speaker on October 16 and the working group is led by D. Lundeejantsan, MPRP member and Vice Chairman of Parliament.

However not all MPs are in favor of moving Parliament and expressed views that the funds could be utilized in much better ways to further development.

L. Gundalai, MP and Minister of Health said at the standing committee meeting on Wednesday, “Don’t we have a wiser idea of using this fund for other useful purpose. We do not have any need to establish a new Parliament house.”

Speaker of Parliament Ts. Nyamdorj said during Parliament’s Thursday afternoon session, “I have received a draft design and documents from some of the best architects and construction engineers including L. Jadambaa, an honorable construction engineer.”

“There are some good ideas in it which the working group should look at,” he added.

Almahamel said that the funds could be issued once a contractor is selected through a normal international tender process and the plans are finalized.
