Must Focus on Citizen Development: President N. Enkbayar Print E-mail

Today President N. Enkhbayar expressed his positions and views on fundamental directions to develop Mongolia in the next year and monetary property turnover policies from government and the state budget focusing on the citizens of Mongolia during a regular parliamentary session.

“There is a preliminary calculation that GDP will increase by 7.5 percent. Even though GDP outlooks have changed we have to think about what progress and changes have been made on the level of citizens’ living,” Enkhbayar said.

“There is a need to develop social-economic policy relating to human development index besides paying attention to human development issues.”

The first part of discussions of Mongolia’s 2007 year budget law was being held continually today according to the session schedule.

President Enkhbayar also stated that clearly planned actions and expenditure plans need to be taken in terms of regional center development and inclusion of support to the regions activity into the investment plan.

“There was a problem with organizing a tender which causes troubles in relation to the conflicts of interests to waste time and money and the government needs to draw its attention to these issues,” he stated.

“Planned objectives in terms of reducing poverty have been inefficient and it is being proposed to the government to run effective works so that 2007 is named as the year to increase the number of job positions.”

Enkhbayar also warned if the government gives extensive handouts with money there will be a fear that citizens will have a “spoon-feeding” mentality and we will remain on the same level of poverty and unemployment as we exhaust the budget to be spent for development and reform activities. The state budget expenditure is increasing highly enough as it is on the same level of budget revenue.

He stated that it is also correct to reflect the budget and funding for the efficient functioning of the new anti-corruption organization. Also in terms of the system of secondary school transfers to 12 year periods, definite money and budget need to be reflected in the 2007 budget with respect to the number of preparation works to be done.

“It is important to develop and run a preliminary program and plan risks to be implemented in case of banks and financial sector failure and it is crucial to define disadvantages of the sector,” the President said.

Enkhbayar concluded his speech on the session that he hopes Parliament will reflect his comments and proposal with respect to the development of the citizens of Mongolia and implement policies directed to provide jobs to these citizens.
