President Enkhbayar“In any democratic society people are not content with their achievements,” Mongolian President N. Enkhbayar stated in his speech during the opening of the fall session of Mongolia’s parliament Monday.

“We should not belittle our achievements or shortcomings. We must start with government officials and government organizations to fix our current state of affairs. The current government has a rare opportunity to create sensible policies.”

Democratic Party (DP) members of the opposition however have harped on the current government’s inability to make good decisions for Mongolia, citing the recent corruption case of former Customs Director Kh. Baatar, a member of the Mongolian People’s Revolutionary Party (MPRP).

With the by-election victory for the MPRP in September, the majority party now holds 39 of 76 parliamentary seats, requiring no second party collaboration for passing new legislation.

However, the President stated that all decisions that will influence Mongolia must be made with the entire population in mind and with bilateral agreement.

“We must develop a fair government through forming a respectable system. Parties taking part in this process need to be just and fair, including civil movements. These movements and social organizations are crucial in this development,” said Enkhbayar.

Alluding to Mongolia’s mineral resources, President Enkhbayar asserted the government’s commitment to an upright decision making process.

“The development and improvement of Mongolia depends on whether the Mongolian government can implement and develop policies to utilize strategic mineral deposits in an efficient and intelligent manner…In relation to this, 30-40 strategic deposits which were found with state funds are to be initiated by the government and proposed to implement policies to benefit all the citizens of our nation,” President Enkhbayar said.

The agenda for the fall session, which was approved by Parliament Speaker Ts. Nyamdorj (MPRP), will cover issues such as education law amendments, increased monetary policies, small or ninja mining law drafts and national energy plans including coal and renewable energy developments.
