| Ability to Receive Calls from Abroad Inoperative |

Since September
1, 2006, cell phones with MobiCom service are not able to receive calls from outside
of Mongolia.
Even certain fixed telephone lines are not able to receive any calls from abroad, said officials from three different communication networks in Mongolia.
According to the 30th resolution of the Communications Regulatory Commission (CRC) of Mongolia, the lowest limit of termination rates of international incoming calls have changed as follows: termination at fixed telephone network has changed from USD 0.02 to 0.08 and termination at cellular telephone network has changed from USD 0.03 to 0.14. MobiCom Public Relations division officer, T. Tegshbayar said there was no damage or deficiency of their network and there is no problem on technical capability to receive international calls from abroad. “The Commission intended to build a new IP switch which is a network in order to integrate all international calls into one station and to monitor whether companies are complying with the tariff and to do analysis on the international calls market,” stated CRC officials in a phone interview Wednesday. “In accordance with the above changes on the tariff and technical problems to connect the IP network station, companies might have amended their contracts with foreign countries concerning international calls,” they added. Engineer in the Technical division of MongoliaTelecom Company said, “Since the CRC decided to install an internet-based IP network, MongoliaTelecom Company is no longer holder of an integrated station of international call load transfer and we are now international call service runner.” “There is no problem with the IP switch that we are trying to install. The problem that cell and local phones can not receive international calls from abroad happened before this IP network was installed. We think the problem is occurring just because MongoliaTelecom is not able to sustain the entire call load,” said head of the IP network department of the Development Center of Information Communication. |
